Management should consult with other interested agencies, such as the Health and Safety Executive (HSE) or the Office of Rail Regulation (ORR) to ensure they are not contravening any other legislation or guidance.

An arson risk assessment should be a part of your standard fire risk assessment under the Regulatory Reform (Fire Safety) Order. The Fire Safety Order 2005 sets out the fire safety responsibilities for all premises except for single private dwellings. It requires the owners of premises to nominate a ‘responsible person’ who does fire risk assessments and takes remedial action.
